520 | |a Former mayor Coy C. Payne was born on May 22, 1929 in Sulphur Springs, Texas. In 1942, Payne's family moved to Chandler, Arizona in search of work picking cotton. Payne attended segregated middle and high schools, and was drafted in 1950, serving in the U.S. Army in Korea. He earned his B.S. degree in education from Arizona State University in 1958. Payne worked as an educator in Chandler Public Schools until his retirement in 1989. While teaching, he became active in community service, joining the Chandler Human Relations Committee and the Chandler Housing Authority. In 1980, Payne won a Chandler City Council seat, serving two terms from 1982 to 1989. In 1990, Payne became the first African American elected Mayor in Arizona. Payne served two terms as Mayor of Chandler, Arizona from 1990 to 1994, and oversaw the economic and population boom that occurred across the "Sun Belt". | ||
