After graduating from Pennsylvania, now Gettysburg, College, Wills read law with famed abolitionist Thaddeus Stevens and, after passing the bar examination, began to practice law. After establishing his own law office, Wills became immersed in community life. He was elected Burgess of the town of Gettysburg, Director of the Bank of Gettysburg, first Superintendent of Adams County Schools, and helped establish the Gettysburg Railroad Company and Gettysburg Gas Company, among other achievements. Following the Battle of Gettysburg, Wills home was opened up as a hospital, and he was made responsible for locating the dead and wounded soldiers from Pennsylvania. Grasping the idea for a cemetery, he was the lead figure in establishing the Soldiers' National Cemetery and arranging the dedication ceremony, inviting Edward Everett and President Lincoln to speak at the event. After the war, Wills continued to be involved in public projects, helping modernize the town, and helping it evolve into the place of pilgrimage it remains today..
